Under the supervision of the Manager, Budget and Financial Systems, the Financial Analyst takes part in preparing financial statements and forecasts as well as drawing up the operating budget. The incumbent conducts financial analyses and budget monitoring. He also takes part in preparing various files and responding to the requests of internal clients and external partners.

Under the supervision of the Director, Maintenance and Engineering, the incumbent is responsible for the management, supervision and coordination of all activities relating to maintenance of the infrastructures and the network as well as the implementation of the various related construction, redevelopment and improvement projects, within a perspective of ongoing improvement and quality assurance.

· Relevant experience in writing specifications and managing a variety of contracts

Tasks

1. Plan, direct, organize and control the activities of his department, in keeping with STL policies
2. Establish his department's priorities in accordance with the objectives and orientations of the Maintenance and Engineering department
3. Manage various contracts relating to infrastructures and the STL's network
4. Look after the organization and control of the work involved in maintenance of the infrastructures and the system and ensure the implementation of related projects
5. Develop and ensure the follow-up of preventive maintenance programs
6. Develop, manage and ensure the implementation of the capital expenditure program with regard to infrastructures
7. Develop and ensure follow-up of the budget in his area of activity
8. Supervise the employees who report to him
9. Coordinate the various human resources (professionals, sub-contractors and internal employees) in carrying out work and look after management and follow-up of contracts
10. In cooperation with Engineering, prepare, write and revise the technical drawings, plans and specifications required for the acquisition of goods and services in his area of activity, in accordance with the needs of the department and the current codes, standards, rules and regulations
11. Manage and ensure the implementation of the environmental policy and related procedures (waste and recyclables)
12. Manage sustainable development projects while taking into account social, environmental and economic components in developing these projects
13. Manage and ensure the follow-up of action requests with regard to infrastructures and the system
14. Look after energy management of the facilities as well as the follow-up of energy consumption
15. Take part, as an active member, in the meetings of the various joint occupational health and safety committees, develop solutions to the Committee's recommendations and ensure the implementation thereof
16. Coordinate and implement policies, procedures and contingency plans relating to prevention, safety and security associated with infrastructures.
